The questions follow the exam program and are written from the Lithuanian text of the Constitution as in force since 22.05.2022. NŠA publishes no official questions, and real ones may be worded differently. Beta: if you spot a mistake, write to @niknikdev.
Exam on the basics of the Constitution
For permanent residence in Lithuania you take two exams: Lithuanian language and the basics of the Constitution. NŠA (Nacionalinė švietimo agentūra) runs both at municipal base schools.
20 questions, pass with 14
Each question has three options and exactly one correct answer. Questions come from all sections of the Constitution. You pass with 14 or more correct answers.
45 minutes on a computer
The test runs from 14:00 to 14:45 at a base school. No tablets; the window is full screen, and the system records leaving it and copying. You may be up to 20 minutes late, but the time is not extended.
Questions in Lithuanian
The NŠA instruction requires a Lithuanian keyboard layout and forbids automatic translation in the browser. There is no translation or dictionary, so learn the wording of the articles in Lithuanian.
Results and retakes
Results come within 15 working days; you learn them from the base school. The number of attempts is not limited.

How to register in MIGRIS
- Register for the exam in your MIGRIS account at migracija.lt. You need a Lithuanian personal code (asmens kodas).
- Pay there: 21 EUR for the basics of the Constitution, 57 EUR for the Lithuanian language exam. Without payment you are not put on the list.
- Take it at the base school of the municipality where you live. Session dates are in the NŠA schedule.
Which exam first
The documents disagree. The NŠA guidelines of 30.03.2026 recommend taking the language exam first. Government Resolution No. 1687 (version of 17.04.2009, points 5 and 7) requires the language exam first. A resolution outranks guidelines, so it is safer to take the language exam first.

What changed since 2004
A Seimas candidate must be at least 21, not 25. Mayors are elected directly. Since 2019 anyone can apply to the Constitutional Court if a decision violated their rights and they have used all other remedies. Regular Seimas elections are held on the second Sunday of October.

How does the Lithuanian Constitution exam work?
20 questions, each with three answer options and one correct answer. You get 45 minutes on a computer at a municipal base school. You pass with 14 or more correct answers.

Are there official exam questions or a PDF?
No. NŠA publishes no question bank and no sample test for the Constitution exam; its sample tests cover only the language exam. Our 200 questions are written from the text of the articles, following the exam program.
How do I register for the exam?

Can I study from an English translation of the Constitution?
The translations on the Seimas website lag behind: the English one lacks the 2022 amendments on mayors, and the Russian and Ukrainian ones still say a Seimas candidate must be 25 (it has been 21 since 2022). Check answers against the Lithuanian text on e-tar.
How many times can I retake it?
As many as you need: Resolution No. 1687 does not limit the number of attempts.
When do results come?
According to the NŠA guidelines, within 15 working days. You learn the result from the base school, which also hands out the certificate.
Is it the same exam as for citizenship?
Yes. According to the NŠA schedule, these exams are taken both for permanent residence and for Lithuanian citizenship.
