How to register for the exam
through MIGRIS
Step by step from the NŠA leaflet: registration, payment, base school, exam day and results. Plus how to pick your dates in 2026.
For the permanent residence and citizenship exams in Lithuania — the state Lithuanian language exam and the exam on the basics of the Constitution — you do not register with NŠA directly. You register through MIGRIS, the Migration Department's information system at migracija.lt. Below is everything the NŠA leaflet for candidates says about it, and how to plan your dates.
This is not the language proficiency category exam taken for work. For that one you register at eksternams.nsa.smm.lt, and it costs €52.
What you need first
- A MIGRIS account. Registration happens after you log in at migracija.lt.
- A Lithuanian personal code (asmens kodas). The NŠA registration page lists it as required.
- A way to pay online. You pay in the same system right after booking a place.
- Knowing which exams you need. For permanent residence on most grounds, both: language and Constitution. Some groups are exempt; the exact list is in Article 53 of the Law on the Legal Status of Aliens.
Registration step by step
- Log in to MIGRIS at migracija.lt and choose the exam: the state Lithuanian language exam (Valstybinės kalbos egzaminas) or the exam on the basics of the Constitution (Lietuvos Respublikos Konstitucijos pagrindų egzaminas).
- Choose a base school (bazinė mokykla) in the municipality where you live. If it has no places, the leaflet asks you to choose the next nearest base school.
- Pay. After booking, press the „Atlikti mokėjimą“ button. The language exam costs €57, the Constitution exam €21. If you do not pay, you are not added to the list of candidates.
- Note the school's contacts. The base school's address, phone number and email are shown on migracija.lt after you register. You will need the phone number to get your result.
The leaflet does not say how long before a given date registration stays open. Register early: base schools have limited places.

Which order to take them in
The documents differ here. The NŠA leaflet of 30 March 2026 only recommends passing the language exam first. Government Resolution No. 1687, which sets out the procedure for both exams, says the language exam is taken first and the Constitution exam after passing it. The resolution ranks above the leaflet, so the safe order is: language first, then Constitution.
In dates: results come within 15 working days at the latest. If you take the language exam on 11 November 2026, the 15th working day after it is 2 December (our calendar count). So you will have the language result before the Constitution exam on 8 December. After the language exam on 7 October, the result comes by 28 October, and you can aim for the Constitution exam on 10 November. Note that the leaflet does not say when registration for a given date closes. If registration for the Constitution exam closes before your language result arrives and the system requires a passed language exam, you may miss the nearest date, so check with the base school.
Exam day
- Bring an identity document.
- Arrive 30 minutes before the start.
- Both exams are electronic, on a computer at the base school. The oral part of the language exam is a conversation with two examiners.
- There is no translation in the Constitution exam: the NŠA instructions ban automatic translation in the browser and require a Lithuanian keyboard layout. The test lasts 45 minutes, has 20 questions and you need 14 correct answers to pass.
Results and certificate
Results of both exams are known within 15 working days of the exam day. You get them by phoning the base school where you sat the exam. The certificate (pažymėjimas) is issued by NŠA and handed out by the same base school.
Checklist before the exam
- Your MIGRIS registration is there, payment went through, and you can see your base school with its address and phone number.
- Your language exam date comes before your Constitution exam date, with 15 working days to spare for the result.
- Your identity document is in your bag the night before.
- You know the way to the school and have time to arrive 30 minutes early.
- You have done the oral part at least once against a timer and the Constitution test without translation.
What to do while you wait
There are usually several weeks between registering and the exam. Use them for what is hardest to catch up on at the last minute: speaking and the Lithuanian wording of the Constitution.
