Lithuanian Constitution exam:
topics and how to pass
The exam format, the 14 chapters of the programme, key numbers and terms with articles, and a study plan in Lithuanian.
For permanent residence in Lithuania, besides the language exam, you take the exam on the basics of the Constitution (Lietuvos Respublikos Konstitucijos pagrindų egzaminas). It is shorter and more predictable than the language exam: a closed list of topics and a multiple-choice test. The questions are in Lithuanian, and the translations on the Seimas website are outdated, which is where people lose points.

You may be up to 20 minutes late, but the time is not extended. Tablets are not allowed, and the test window is full-screen. Dates in 2026: 13 February, 30 April, 9 July, 24 September, 10 November and 8 December. How to register: registration through MIGRIS.
The NŠA leaflet recommends passing the language exam first, and Government Resolution No. 1687 requires the language exam to come first. The safe order is language first, then Constitution.
Topics: 14 chapters
The exam programme has 91 topics in 14 blocks. The blocks have the same names as the chapters of the Constitution, and questions come from all of them. What to study in each:
- Lietuvos valstybė (Art. 1–17): the state system, sovereignty of the people, referendum, territory, citizenship, language, symbols, capital.
- Žmogus ir valstybė (Art. 18–37): rights and freedoms, equality, right to a court, electoral rights, associations.
- Visuomenė ir valstybė (Art. 38–45): family, education, religion, censorship.
- Tautos ūkis ir darbas (Art. 46–54): economy, property, work, strikes, social security.
- Seimas (Art. 55–76): elections, candidate requirements, powers, laws, impeachment.
- Respublikos Prezidentas (Art. 77–90): requirements, elections, powers, acting President.
- Vyriausybė (Art. 91–101): composition, appointment and resignation.
- Konstitucinis Teismas (Art. 102–108): composition and powers.
- Teismas (Art. 109–118): courts, judges, prosecution.
- Vietos savivalda ir valdymas (Art. 119–124): councils and mayors.
- Finansai ir biudžetas (Art. 125–132): Bank of Lithuania, budget.
- Valstybės kontrolė (Art. 133–134): National Audit Office.

Key numbers and terms
In a three-option test, many questions check specific numbers: ages, terms, counts. Here are the most common, from the Lithuanian text of the Constitution as in force since 22 May 2022:

Why not to study from translations
The Constitution has been amended several times since 2004, and the translations on the Seimas website lag behind. The English translation does not include the 2022 amendments on mayors; the Russian one reflects the 2004 text and the Ukrainian one the 2006 text. Traps where an old translation gives the wrong answer:
- A candidate for the Seimas must be at least 21 (Art. 56, since 2022). Older translations say 25.
- Self-government is exercised through councils and mayors, and mayors are elected directly (Art. 119, since 2022).
- Since 2019, every person may apply to the Constitutional Court if a decision based on a legal act has violated their constitutional rights and they have exhausted all legal remedies (Art. 106).
Only the Lithuanian text is legally binding. Check against the version in force on e-tar.lt.
How to prepare
Learn the Lithuanian wording. There is no translation at the exam, so key words must be recognisable instantly: Seimas (parliament), Vyriausybė (Government), Ministras Pirmininkas (Prime Minister), pilietis (citizen), rinkimai (elections), įstatymas (law), teismas (court), savivaldybė (municipality).
Go chapter by chapter. The 14 chapters split well over three or four weeks: week one, the state and human rights (chapters I–IV); week two, the Seimas, President and Government (V–VII); week three, courts, self-government, finance, audit, foreign policy and amendments (VIII–XIV). Keep the last week for practice tests.
Practise in exam format. 20 questions, 45 minutes, no translation. Aim for 16 or more, not 14: a margin for nerves and unfamiliar wording.
